As we begin the final one-third of the 2025 Legislative Session, we are preparing for the late-night floor debates, which will begin on Tuesday, April 22. Three days of late-night floor debates are planned for each week for the balance of the session.
My bill LB 80, was heard on General File last week. LB80 aims to streamline existing statutes pertaining to domestic abuse, sexual assault, and harassment protection orders by consolidating them under a single act, the Protection Orders Act, and extends the initial duration of a protection order from one year to two years at the discretion of the judge. The bill passed on a vote of 35-1.
LB 632, introduced by Senator Ben Hansen, was debated on General File this past week. LB 632 requires the remains of an aborted child to be disposed by a health care facility by cremation, interment, or as directed by the Board of Health. After a lengthy filibuster, the bill gained the thirty-three votes required for cloture, then was advanced to Select File.
LB 322, introduced by Senator Stan Clouse, also received first round consideration. LB 322 would add licensed pharmacists to the list of emergency responders, law enforcement officers, and healthcare employees who are protected by enhanced criminal penalties if assaulted. This bill also overcame a filibuster to advance to Select File.
LB 559, introduced by Senator Carolyn Bosn, also advanced to Select File. LB559 defines a “skimmer device” and outlaws the use of skimmer devices to reduce theft at ATMs. The bill also would create a “kingpin” statute by providing for enhanced penalties for individuals who act in a leadership position while committing such offenses.
LB 645, introduced by the Nebraska Retirement Systems Committee, was debated Thursday morning. This is the committee’s priority bill which reduces the employee, employer, and state contributions to the School Retirement Fund. As amended, the bill is estimated to provide savings of approximately $77 million dollars to the General Fund. The bill advanced to Select File.
FUTURE CONSIDERATION
Speaker John Arch announced several notable bills that would be coming up for floor debate this week. On Tuesday, April 22 the Legislature will take up LB 89, introduced by Senator Kathleen Kauth. LB 89 (Stand With Women Act) establishes legislative intent that males are biologically different than females, that those biological differences impact athletic performance, and provides guidelines for athletic competition and the use of restrooms and locker rooms in schools and state agencies.
