    The concept of Pawnee City Assisted Living (PCAL) was started by Alan Richard in 2011. Donations from generous local business and individual donors along with a USDA loan was obtained to build the facility. The City of Pawnee City applied for the USDA loan and leases the building to PCAL. Without the support of the City Council and their staff, PCAL would not have been able to apply for the loa...
